First round of biometric enrolment process starts
ITANAGAR, Oct 21: The first round of biometric enrolment for Itanagar Capital Complex was done at State Council of Educational Research and Training (SCERT), Gohpur here today.
The process of Biometric enrolment was started in the state on October 17 with the Chief Minister Nabam Tuki getting himself enrolled in the National Population Register through the biometric system.
ADC Pooja Jain informed that the biometric enrolment would be carried out for 120 EBs of Itanagar and the first 10 EBs of Itanagar would be done from October 21 to November 2, 2013. The process would be carried out by the Capital Administration in coordination with the Directorate of Census Operations, Shillong with the technical portion from Web X, a Guwahati based software company. Sanjeev Sarma, Director, Web X informed that already 10 machines have been installed which means 10 persons can get enrolled at the same time. He also informed that they will be carrying out the biometric enrolment in all the districts of the state except for Tawang and West Siang. He appealed to the people to come forward and get themselves enrolled as it would help create a unique identity of each individual which would in turn help in better targeting of the benefits and services under Govt. schemes, improve planning and prevent identity fraud. Fire breaks out at Pasighat market
PASIGHAT, Oct 21: A fire broke out in the market place here today morning at around 4.30 am destroying two buildings.
The fire was brought under control from further spreading by the fire brigade.
Minister Bosiram Siram along with Deputy Commissioner Nidhi Srivastava visited the site and interacted with the victims. The Minister appealed to all to be cautious while handling fire to avoid such accidents. He donated some amounts to the victims for emergency purpose.

Shifting of Daporijo burial ground opposed
ITANAGAR, Oct 21: The Villages of Daporijo Township Area Welfare Association (VDTAWA) has rejected the proposal of All Tagin Students’ Union (ATSU) for shifting of Daporijo Burial cum cremation ground.
“We support other demands of ATSU but the demand for the shifting of the burial cum cremation ground has no locus standi,” it said in a release.
“Burial ground is an indispensable public property but unfortunately it is being threatened by encroachment which needs to be protected and preserved rather than shifting it under the pressure of some individuals undermining the common interest and need of the district.”
“We suggest the student community not to be misguided by the vested interest,” the release said.
This particular area is known as Mura Ali line since the establishment of Daporijo township.
It further appealed everyone to come forward and raise their voice against the demand.

CHANGLANG, Oct 21: Training programmes on Weekly Iron Folic Acid Supplementation (WIFS) for medical officers in charge, nodal teachers, BRCs and Supervisors (ICDS) of Changlang, Khimiyang, Namtok, Yatdam and Kantang circles was conducted at DIET auditorium here on October 17.

SBI and State Govt ink MoU
ITANAGAR, Oct 21: The State Government today entered into an agreement with the largest public sector banking institution of the country – State Bank of India (SBI) – that would offer several lucrative financial benefits and services to all categories of state government employees.
The Memorandum of Understanding (MoU) was signed by Finance Secretary Daulat Hawaldar, representing the state government, and Chief General Manager Rajnish Kumar of SBI Local Head Office, Guwahati, in presence of Chief Minister Nabam Tuki at a simple function this evening at Chief Minister’s Conference Hall. Also present on the occasion were Finance Minister Chowna Mein, Civil Supply Minister Kamlung Mossang, Parliamentary Secretary for Planning Nabam Rebia, Chief Secretary H K Paliwal, Commissioner to CM CB Kumar, SBI Managing Director A Krishna Kumar and other officials.
The scheme called State Government Salary Package (SGSP) would offer several services
to government employees having their accounts with SBI. Some key facilities that

Addressing the trainees, Mossang expressed the hope that his department will be able to enhance its service delivery quality to the citizens of the state. He said the concepts of NFSA, 2013 will be clarified during the training for effective implementation of the ambitious scheme. He suggested the officers that no genuine beneficiaries should be left out of this all important scheme and their constitutional right to food security.
Clarifying some of the queries raised by the participants, Mossang reiterated that the allocation under the APL scheme has been protected by Government of India as department will continue to receive 89,000 MT of foodgrains per annum at cheaper rate covering 8.71 lakh population of the state and remaining population will also be covered under the scheme.
For the next 5 days, the DFCSOs and other officers from all districts would undergo extensive training on software, hardware, reporting etc.
Apart from these, sessions will also be conducted on the implementation of the NFSA, 2013, informed Secretary, Food & Civil Supplies. Detailed sessions on PDS Control Orders 2013 for the field functionaries of the department have also been planned in the coming days, which would be taken up by the senior officers of the department.
It may be recalled that the Department had recently carried out an extensive seven days training for the computer operators on the same system.

KCR alleges irregularity in distribution of PDS items
ITANAGAR, Oct 21: The Koloriang Citizen Right (KCR) has vehemently condemned the present mode of PDS distribution in Kurung Kumey district, particularly in Koloriang town, and also alleged malpractice by all fair price shops (FPS) there.
“Everybody is aware of the fact that Kurung Kumey is a hilly district where agricultural
activities are not possible. The locals as well as the government employees are solely
dependent on PDS items. The residents of Koloriang town are facing acute shortage
of food items and other essential commodities since many years. The PDS items are
not properly reaching at Koloriang for long despite having facility like FCI sub
general depot at Koloriang. The people of district headquarters are being deprived
of all basic commodities allocated by state/central government; and ironically, all
the FPS remained closed throughout the year which has aggravated the situation,”
stated KCR in a press release. KCR added: “We have come to know that within Koloriang
Township there are 15 to 16 fair price shop license holders to cater to the needs
of public. Despite this, people are dying of hunger. The residents are forced to
purchase rice at an exorbitant price of Rs. 1200-
KCR has served one month ultimatum to the Deputy Commissioner and DF&CSO of Kurung Kumey to immediately restore the supply of PDS items in the district.
It further demanded that the monthly allocated ration for 21st Koloriang (ST) assembly constituency should be stocked at FCI general depot at Koloriang from where the items will be distributed to all fair price shops. It also demanded routine checking of all the fair price shops to minimize malpractices and seizure of FCI rice that are being sold in black market.

During the course of interaction, it was informed that the matter of the fire incident was reported to the authorities concerned immediately after the incident occurred by the headmaster and the SMC. But, no action has been taken by the authority so far.
They further informed that the local MLA, the DDSE and the EAC Balijan had also visited the school soon after the incident. The local MLA had announced Rs.10 lakh for immediate construction of the school building; but the fund has never been released, the release said.
APPDSU also claims to have found the school running in a very shoddy condition.
“There is no desk, benches and the students are facing shortage of classroom and textbook,” the APPDSU release said. It condemned the DDSE and authority concerned for not taking any initiative to solve the problems for smooth functioning of the school.
While criticizing the authority for failing to find the cause of fire incident, the students’ union demanded an enquiry into the incident at the earliest.
It also urged the local MLA to immediately release the fund for construction of the school building and the DDSE to provide adequate teaching materials for the school.

took the trouble to go over to meet the speaker at his office and in the later years,
at his residence, one was simply charmed and carried away by the affection, humility
and sincerity of his distinguished host. That was K. Ramakrishnan, founder editor
of the Children’s World and the Junior Chandamama, and the spirit which guided the
production of hundreds of children’s books in the early decades of Independent India.
And above all, a mentor and guide to several outstanding authors and illustrators
of children’s books, who started their career writing for the Children’s Book Trust,
New Delhi. And he ended his life-
Yes, an outstanding editor and a fine human being, but why should we in Arunachal feel so touched?
Precisely because he carried an Arunachal connection. And he carried it with great affection and enthusiasm for 3 decades, till his last days. “I am waiting for the press clips of the literacy Week celebrations in Lohit”, were his last words to his Arunachal friends. A true friend of Arunachali children and an enthusiastic ‘promoter’ for Lohit Youth Libraries, he earnestly did his best to promote good reading habits among our youth. Ramakrishnanji’s love for Arunachal youth did not go unreciprocated from the state. For, as the news of his passing away on Oct 17 was posted on Facebook, numerous messages of tributes came from all over the state. A befitting tribute from so many, who had grown up reading his books and articles.

Repair bridge at the earliest
Dear Editor,
Through the column of your esteemed daily, I want to draw the attention of authority concerned towards Damage Bridge in between Itanagar to Jollang Village.
The bridge was damaged two months ago due to the heavy rainfall .The supporting wall of the bridge got detached from bridge during the heavy rainfall and is sinking on the other side and there is no support to the bridge now so that it can take heavy loads .For the past two months the bridge has sustained to the weight of more than 200 vehicles plying over it every day. Now the condition of the bridge is deteriorating due to the regular plying of heavy vehicles like trucks and buses. The bridge can collapse anytime and can lead to serious accident. As a responsible citizen of my village, I would like to request the Jollang Panchayat leaders and Jollang Youth Association to take the matter forward to the concern department and for time being to stop the plying of heavy vehicles till the bridge is reconstructed. I hope the authority concerned will take immediate steps in the matter and prevent any disaster accident.

Victimized for the upholding genuine case

With a very heavy heart and much regret, I would like to take some of the valuable time of the esteemed reader of this newspaper so that I could share about the injustice done to me by an interviewer in the recently held interview of Assistant Professor by Arunachal Pradesh Public Service Commission (APPSC).
It is to be recalled that during mid 2005 one Prof. H.N. Sarma, HOD Zoology, Rajiv Gandhi University started having problem with me because of my complaint against him to the Vice Chancellor and the Registrar, RGU for an act of commission whereby he with an ulterior motive delayed sending my PhD synopsis for more than 4 months as HoD, Zoology to the Research Board, chaired by Vice Chancellor. This was supposedly done to give an undue advantage to his PhD scholar over me. I survived everything banefully thrown upon me as the majority of the faculty knew his malafide intention towards me and hence, supported me. His penultimate vindictiveness was deliberately screening me out of the Assistant Professor interview for Zoology, RGU during May, 2012 in the capacity of Dean, Faculty of Life Sciences.
In the recently held interview of Assistant Professor by APPSC, it was unlucky for
me again that Prof. H.N. Sarma was invited by the Commission as the lone subject
expert for the selection board. Without making a case of self-
On that fateful day, after my interview was over in the commission office, the smoothly
running interview process of Zoology abruptly halted for nearly 10 minutes and in
between the commission officials dealing with the screening/verification of candidates
documents were summoned before the board. Subsequently, I was summoned by the screening/verification
officials in their office. They told me that there is some problem with my PhD certificate
and my documents was taken to the Board room by the officials. After nearly 30 minutes,
the same officials again summoned me and directed me to produce my PhD course work
certificate. I was again compelled to clarify before them that during our time i.e.
before August, 2010 there were no course work for PhD and thus qualified to appear
for the interview as per UGC (Minimum Standards and Procedure for Award of PhD Degree)
Regulation, 2009. In spite of agreeing with my clarification as they told me that
they too had gone through the guidelines for PhD course work and found my case ok.
It seems, they could not prevail upon the interview board. They even told me that
one of the board members is raising the issue. Now, my question is: in what case

Hence, after leaving the commission office I presumed that even after my stated good performance, I may not be selected as the marks awarded by two interviewers would not be able to keep me in the race in the face of veto by Prof. H.N. Sarma. As expected, I was not even listed among the candidates suitable for teaching. Whereas, in the interview, among the 13 candidates, I was the lone candidate with PhD. degree and quite numbers of International and National publications, teaching experiences in PG level and many presentation and participation in regional, national and international seminars and workshops. I may have lost the lifelong opportunity to take up the job of my interest and aptitude. But the moot point is that I have been again victimized for the upholding of my genuine case 8 years back during my university days. If such attitude of vindictiveness and reprisal is donned by those at the higher echelons of education, the aspirations of talented and innocent candidates will have a premature death. Therefore, under such extremely distasteful circumstances, I have been compelled to bring at the forefront such dirty and ugly processes and I urge every likeminded individuals as well as society at large to support me for this just cause.

Why so delay?
Dear Editor,
Through the columns of your esteemed daily, I would like to draw the attention of the Police Head Quarter Itanagar towards delay in declaration of written test examination result for the post of Lady Constable. The written exam of SI and constable were conducted on same days and question patterns were also same OMR formats. The results of SI have been declared on 24th Sept’ 2013. But constable result has not been declared yet. We are surprised and wondering why it is taking so long process to declare result of Lady Constable? I, being one of the candidates, request the concern authorities to declare the result as soon as possible to avoid any misunderstanding.

Arunachal is changing
Dear Editor,
Through your esteemed column could like to share my feeling regarding prevailing situation in our state. My dear Arunachal Pradesh, it saddens me to see you unhappy. To hear you cry every day over your children's failure to understand your plans for them. Forgive them, for they are misled and are soon to realize their mistakes. After all we are all your very own children and bound to err. For all these years you have waited, patiently, hoping that someday we are all going to repay you for the space you so unhesitantly gave us in your life and bring a smile to your face. But you had to learn the hard way that your children are not as grateful as you are, to return the favor anywhere in the future but forgive them because they are only your children after all. I know it hurts you and we all know it hurts you but what to do? These are not the days you knew of. We are changing and so should you.
We are living within corruption and so should you. But then should you? Dear, I know your patience transcends all human greatness and you will surely endure this alluring deal. But in all these unhappiness and confusion I hope you do not fail to see the revolution and fire burning inside us. You may fail to see that our hearts still beat with the rhythm of patriotism and love. Patriotism for you and a love for your history. We are only waiting, eager, full of energy for that perfect moment and that perfect opportunity to make our mark felt deeply. We take pride in you and all your legacies that you have entrusted us with. We are determined and headstrong enough not to stop at anything. People may differ from what we believe and sometimes even our very own learned elders tell us it's over and how they despise you for your failure. They share no tales of yours with us and deny us any hopes for your future and it hurts.
Yes it hurts me deep and so I differ. I differ to believe, I differ to stay strong, I differ to bring the change rather than waiting for it. I differ to believe in your beauty. I differ to believe in your potential, your expanse. I differ to bring back your old glory, your beauty, your happiness, your children to pride on your name, to make them smile when they hear the name of the Land of the rising sun, of the land of the dawn lit mountains. So stop shedding tears and rejoice these hard days because these are merely fuels for the future, the future you so wishfully hoped for, the future we all hope for but rare to pursue. We have seen enough and we have borne enough. Now we will fight for the future where you are not caged within the fists of certain individuals but one where you live in the heart of every individual. And rejoice these moments because I am not alone. There are thousands more of us, waiting for a chance. There's a whole army and they are only sleeping for the moment, saving their energy for the right time.

A good initiative
In a first of its kind, ten regional parties of North East India on 20 October formed the North East Regional Political Front (NERPF) at Guwahati. The North East Regional Political Front aims to work towards safeguarding political, economic, social and ethnic identity of the people of the North East region.
Neiphiu Rio, the Nagaland chief minister will be convenor of NERPF and Prafulla Kumar Mahanta, Asom Gana Parishad President its chief advisor. While announcing the formation of the North East Regional Political Front (NERPF) Neiphiu Rio told that NERPF is a political party and it is a federation of the regional parties. He also told that NERPF will contest in 2014 General Elections. Besides NPF and AGP, the other members of NERPF are Hills State Democratic Party, Meghalaya United Democratic Party, Manipur Peoples Party, Manipur State Congress Party, Manipur Democratic People’s Front, Indigenous Peoples Front of Tripura, Peoples Party of Arunachal (PPA) and Mizo National Front. If this initiative works out, it will surely benefit entire NE region. For long because of absence of united voice, NE region has been neglected by successive Delhi government. Now the onus lies on all political parties under NERPF to ensure that they present true voice of NE at Delhi.
