Body found

ITANAGAR, Oct 21: A decomposed body of a 25-year-old man has been found from the bank of Dikrong River at Mani near Doimukh on October 19.

The body of the unidentified person with pierced ears and broken incisor (left) have been kept in Arunachal State Hospital morgue.

First round of biometric enrolment process starts

ITANAGAR, Oct 21: The first round of biometric enrolment for Itanagar Capital Complex was done at State Council of Educational Research and Training (SCERT), Gohpur here today.

The process of Biometric enrolment was started in the state on October 17 with the Chief Minister Nabam Tuki getting himself enrolled in the National Population Register through the biometric system.

ADC Pooja Jain informed that the biometric enrolment would be carried out for 120 EBs of Itanagar and the first 10 EBs of Itanagar would be done from October 21 to November 2, 2013. The process would be carried out by the Capital Administration in coordination with the Directorate of Census Operations, Shillong with the technical portion from Web X, a Guwahati based software company. Sanjeev Sarma, Director, Web X informed that already 10 machines have been installed which means 10 persons can get enrolled at the same time. He also informed that they will be carrying out the biometric enrolment in all the districts of the state except for Tawang and West Siang. He appealed to the people to come forward and get themselves enrolled as it would help create a unique identity of each individual which would in turn help in better targeting of the benefits and services under Govt. schemes, improve planning and prevent identity fraud.  DIPRO

 

Fire breaks out at Pasighat market

PASIGHAT, Oct 21: A fire broke out in the market place here today morning at around 4.30 am destroying two buildings.

The fire was brought under control from further spreading by the fire brigade.

Minister Bosiram Siram along with Deputy Commissioner Nidhi Srivastava visited the site and interacted with the victims. The Minister appealed to all to be cautious while handling fire to avoid such accidents. He donated some amounts to the victims for emergency purpose.

The district administration has also provided Rs. 3000 each all the victims from the DC’s Emergency Relief Fund. DIPRO

 

GSU suspends agitation temporarily

ITANAGAR, Oct 21: Galo Students’ Union (GSU) has temporarily suspended its proposed phase-wise agitation after the Committee constituted by ADC, Kamba has reportedly assured to refund the money allegedly collected @ 3.5 percent from the total compensation amount from the Kamba section of Aalo to Tato double lane road project affected people within October 31 next.

The assurance was given by the Committee chairman, who also is Kamba ZPM, along with other members, including BCCI president of 27th Liromoba and former vice president, Kamba-Darak Block in a meeting with GSU at Aalo today, claimed GSU in a release.

It however, threatened re-launch the agitation if the amount is not refunded within the given time period.

 

Shifting of Daporijo burial ground opposed

ITANAGAR, Oct 21: The Villages of Daporijo Township Area Welfare Association (VDTAWA) has rejected the proposal of All Tagin Students’ Union (ATSU) for shifting of Daporijo Burial cum cremation ground.

“We support other demands of ATSU but the demand for the shifting of the burial cum cremation ground has no locus standi,” it said in a release.

“Burial ground is an indispensable public property but unfortunately it is being threatened by encroachment which needs to be protected and preserved rather than shifting it under the pressure of some individuals undermining the common interest and need of the district.”

“We suggest the student community not to be misguided by the vested interest,” the release said.

This particular area is known as Mura Ali line since the establishment of Daporijo township.

It further appealed everyone to come forward and raise their voice against the demand.

 

APCYGTLSU reiterates demands

ITANAGAR, Oct 21: All Palin Chambang Yangte Gangte & Tarak Langdi Students’ Union (APCYGTLSU) gave the state government 10 days to fulfill its charter of demands.

Earlier APCYGTLSU on September 18 had submitted representation to the chief minister demanding for posting of subject teachers in all the government schools under Palin assembly constituency, adequate doctors and medical staff in Chambang PHC and clarification on the boundary issue of Govt Hr Sec School, Palin, Govt Sec School, Chambang and Govt Secondary School Lumba.

 

Tingkhatra inaugurates inter-village tournament

ITANAGAR, Oct 21: WRD, Social Welfare, Women & Child Development Minister Newlai Tingkhatra inaugurated the inter-village tournament of Longding district at Longding today.

Organized by Wancho Students' Union, the tournament aims at tapping hidden sports talents as well as fostering unity and brotherhood among the youths.

Speaking in the inaugural function, the minister exhorted the youths to take the opportunity to show their hidden talents. He gave emphasis on girls’ participation in sports.

The Wancho script book authored by Banwang Losu and carton film based on the script was released on the occasion.

AAPWU demands exemplary punishment to culprits

ITANAGAR, Oct 21: Claiming that two people Paklo Mara, assistant general secretary of Upper Subansiri Unit AAPWU, and Tagiom Kodak, ex-GPM, were seriously injured after they were hit by a mini truck on October 18 last, the All Arunachal Pradesh Workers’ Union (AAPWU) Western Zone has urged the Upper Subansiri district administration and law enforcing authority to give stringent punishment to the culprits as per law.

Paklo Mara has been admitted in RK Mission Hospital here and Tagiom Kodak has been referred to a hospital in Bangalore. Both the driver and handyman Bidhan Basumatary and Ranjeet Basumatary have been arrested, it informed in a release.

 

Training on WIFS held in Changalng

CHANGLANG, Oct 21: Training programmes on Weekly Iron Folic Acid Supplementation (WIFS) for medical officers in charge, nodal teachers, BRCs and Supervisors (ICDS) of  Changlang, Khimiyang, Namtok, Yatdam and Kantang circles was conducted at DIET auditorium here on October 17.

Inaugurating the training programme, Changlang ADC Isha Khosla urged the nodal teachers to be sincere and dedicated in the implementation of the programme.

Changlang DDSE Hortum Loyi emphasized the need for training all the nodal teachers for carrying out the centrally sponsored programme smoothly for young students. He expressed happiness over healthy turn out of nodal teachers for the training.

Dr. Amping Perme, SNO, ARSH, briefed about the training and requested the participants to be attentive and gather as much knowledge as possible for successful implementation of the programme.

Earlier, Dr. Tope Yomcha, DRCHO, Changlang welcomed all and gave the keynote address.

As many as 74 participants attended the WIFS training.

Healing and Deliverance Festival

ITANAGAR, Oct 21: The first ever three days “Healing and Deliverance Festival” organized by the Christian Revival Church North Lakhimpur district was conducted from October 18 to 20.

The Gospel preacher from Arunachal Pradesh, Evan. Dr. Joram Dol, founder president of Apostolos Bible College and an Out- Reach Mission Board member of Arunachal Pradesh Christian Revival Church Council attended the programme as Guest Speaker.

Dr. Dol, in his message, said Christianity is not a religion but reality and relationship between God and Man. He urged the people to know the truth of religion and embrace the living God.

The Program was made more colourful by heavenly worship team under the leadership of Karba Japan from CRC Gohpur and Sama Dodum, former president of APCRC.

Training prog on AUTO-CAD

ITANAGAR, Oct 21: Altogether 19 technical field officials in the rank of draftsman/JE/AE/EEs of various engineering and works departments are participating in a two-week-long training programme on Auto-CAD that began at ATI, Naharlagun today.

The training programme is being conducted with faculty assistance of A to Z Computer Centre, Naharlagun with the active participation of its director Palbinder Singh along with his team of faculty members.

The training is being conducted under cent percent course fee sponsorship of DOPT, GoI, New Delhi under its Plan Training Assistance for 2013-14.

SBI and State Govt ink MoU

ITANAGAR, Oct 21: The State Government today entered into an agreement with the largest public sector banking institution of the country – State Bank of India (SBI) – that would offer several lucrative financial benefits and services to all categories of state government employees.

The Memorandum of Understanding (MoU) was signed by Finance Secretary Daulat Hawaldar, representing the state government, and Chief General Manager Rajnish Kumar of SBI Local Head Office, Guwahati, in presence of Chief Minister Nabam Tuki at a simple function this evening at Chief Minister’s Conference Hall. Also present on the occasion were Finance Minister Chowna Mein, Civil Supply Minister Kamlung Mossang, Parliamentary Secretary for Planning Nabam Rebia, Chief Secretary H K Paliwal, Commissioner to CM CB Kumar, SBI Managing Director A Krishna Kumar and other officials.

The scheme called State Government Salary Package (SGSP) would offer several services to government employees having their accounts with SBI. Some key facilities that will be available free of cost are ATM-cum-debit card (international), multi-city cheques, draft, etc. The employees will also get a Personal Accidental Insurance free of cost besides loans on concession.

Tuki lauded the initiative of the SBI and expressed hope that state government employees will be immensely benefited by the package.

“I am sure our employees will be very happy and boost their morale so that they can perform their duties with renewed vigour,” he observed.

Taking benefit of the presence of SBI’s administrative head A Krishna Kumar, the Chief Minister placed the need for opening up banking facilities in all administrative centers of the state, particularly in border and remote areas. He also requested SBI to probe openings where it can work with the state government and support projects for implementation in the state. On behalf of the Government, he assured cooperation to the banking institution.  The Chief Minister was assured that SBI has plans to establish branches in all locations of the state. To begin with a new branch has been approved by the MD a day ago at Tuting. The MD also assured that one branch will also be sanctioned for establishment at Sagalee.

 

SBI donates Rs 20 lakh to RKMH

ITANAGAR, Oct 21: Extending its Corporate Social Responsibility arm, State Bank of India (SBI) today contributed Rs. 20 lakh to RK Mission Hospital (RKMH) for purchasing a diagnostic equipment COBAS e-411 for enhancing the diagnostic facilities of the hospital.

A Krishna Kumar, Managing Director and Group Executive, National Banking Group, State Bank of India, Corporate Centre, Mumbai, handed over the amount to Swami Vishweshananda, Secretary, Ramakrishna Mission Hospital in presence of Rajnish Kumar, Chief General Manager, State Bank of India, North Eastern Circle, Mahendra A Sahu, General Manager,  SBI, NE Circle, Sanjay Srivastava, DGM, other senior functionaries of the Bank in a function at RKM Hospital here today.

Addressing the gathering, the Managing Director said that State Bank of India, the premier bank of the country has always played a pivotal role as a socially responsive organization in contributing towards numerous initiatives in social sector. “Besides its normal banking activities, it directly extends help by way of donation to benevolent and charitable organizations as a part of its Corporate Social Responsibilities, the MD said.

Speaking on the occasion, Rajnish Kumar, CGM, said that SBI is also active in helping and assisting in the community in which it operates by extending donations to Charitable & Philanthropic organizations, NGO’s, etc under its various Community Services Banking programmes. The Managing Director also inaugurated a e-Center at SBI, Itanagar Branch which has the facilities of ATMs, a Cash Deposit Machine (CDM) and a Self Servicing Kiosks (SSK) for providing 24x7 banking transaction to the people of the State.

 

 

Training  for Food and Civil Supplies officers begins

ITANAGAR, Oct 21: Food & Civil Supplies Minister Kamlung Mossang today inaugurated the training for District Food &Civil Supplies Officers and Sub-Divisional Food & Civil Supplies Officers on Arun ePDS system and National Food Security Act (NFSA), 2013 in the conference hall of the Directorate of Food & Civil Supplies, Naharalgun.

Addressing the trainees, Mossang expressed the hope that his department will be able to enhance its service delivery quality to the citizens of the state. He said the concepts of NFSA, 2013 will be clarified during the training for effective implementation of the ambitious scheme. He suggested the officers that no genuine beneficiaries should be left out of this all important scheme and their constitutional right to food security.

Clarifying some of the queries raised by the participants, Mossang reiterated that the allocation under the APL scheme has been protected by Government of India as department will continue to receive 89,000 MT of foodgrains per annum at cheaper rate covering 8.71 lakh population of the state and remaining population will also be covered under the scheme.

For the next 5 days, the DFCSOs and other officers from all districts would undergo extensive training on software, hardware, reporting etc.

Apart from these, sessions will also be conducted on the implementation of the NFSA, 2013, informed Secretary, Food & Civil Supplies. Detailed sessions on PDS Control Orders 2013 for the field functionaries of the department have also been planned in the coming days, which would be taken up by the senior officers of the department.

It may be recalled that the Department had recently carried out an extensive seven days training for the computer operators on the same system.

With its newly found motto of “Delivering Your Rights”, the Department of Food & Civil Supplies has taken several important strides in the last one year towards improving its working in the state and will continue to carry out several such trainings to ensure efficient operations and enhancement of its services. Earlier, CN Longphai, Director Food & Civil Supplies gave an overview of the training to the participating DFCSOs & SDFCSOs, who have arrived here from different districts to attend this important training.

A. Bengia, DFCSO-cum-Domain Specialist SPeMT, End-to-End computerization of TPDS made a detailed presentation on Arun ePDS and salient features of NFSA 2013.

The programme was attended among others by Toko Anil, Chairman, State Level Vigilance & Monitoring Committee of PDS, Mayank Premi, Director, Beacon Analytics, New Delhi which is the implementation partner for Arun ePDS.

 

 

Gum Tayeng sworn in as MLA

ITANAGAR, Oct 21: Gum Tayeng was sworn-in as the Member of Legislative Assembly today.

Legislative Assembly Speaker Wanglin Lowangdong administered  oath of office and secrecy to Tayeng in the state assembly hall, Naharlagun today.

The swearing in ceremony was attended by Rajya Sabha Member and APCC President Mukut Mithi, PWD Minister Chowna Mein, Food and Civil Supplies, Geology & Mining etc. Minister Kmlung Mossang, Parliamentary Secretaries, JK Panggeng, Nabam Rebia.

Gum was elected unopposed from Dambuk assembly constituency by-election after her opponent, Independent candidate Mulluku Tacho withdrew his nomination. The election was scheduled for October 31.

The seat had fallen vacant following the death of sitting MLA Jomin Tayeng, who was Gum’s husband.

Gum studied in Lady Keane College, Shillong in 1962. Later, she worked as a teacher for a few years in Dambuk Higher Secondary School.

Yesterday, the Arunachal Pradesh Congress Committee (APCC) accorded warm reception to the newly elected Dambuk MLA at a function held at Rajiv Gandhi Bhawan here.

 

 

NCP reacts to dissolution of party unit; forms new body

ITANAGAR, Oct 21: The Nationalist Congress Party (NCP) has reacted strongly to the ‘dissolution’ of the party’s Arunachal Pradesh unit.

Addressing media persons in a press conference here today at Arunachal Press Club, NCP North East in-charge Kunwar Pratap Singh Chaudhary said, “No one but the party president can only dissolve the body.”

Singh claimed that the central leadership of the party had almost decided to terminate Kahfa Bengia from the post and party for indulging in anti-party activities. But, sensing the inevitable, he had quit the party and merged with PPA before the party could take any action against him, he claimed. Meanwhile, the party has reconstituted its state unit with Gicho Kabak aka Aath Tacho Kabak as its president. Kabak is also the national general secretary of the party.

L K Yangfo, Boa Tamo and Karto Kaye have been appointed as the vice presidents and Nima Sangey, Michi Tani and T G Baki as general secretaries of the state unit.

Vice president L K Yangfo is the chairman of disciplinary action committee.

It is pertaining to mention here that the NCP state unit merged with People’s Party of Arunachal (PPA) after it was dissolved on October 18.

 

 

KCR alleges irregularity in distribution of PDS items

ITANAGAR, Oct 21: The Koloriang Citizen Right (KCR) has vehemently condemned the present mode of PDS distribution in Kurung Kumey district, particularly in Koloriang town, and also alleged malpractice by all fair price shops (FPS) there.

“Everybody is aware of the fact that Kurung Kumey is a hilly district where agricultural activities are not possible. The locals as well as the government employees are solely dependent on PDS items. The residents of Koloriang town are facing acute shortage of food items and other essential commodities since many years. The PDS items are not properly reaching at Koloriang for long despite having facility like FCI sub general depot at Koloriang. The people of district headquarters are being deprived of all basic commodities allocated by state/central government; and ironically, all the FPS remained closed throughout the year which has aggravated the situation,” stated KCR in a press release. KCR added: “We have come to know that within Koloriang Township there are 15 to 16 fair price shop license holders to cater to the needs of public. Despite this, people are dying of hunger. The residents are forced to purchase rice at an exorbitant price of Rs. 1200-1500 per bag in open market which are in fact FCI rice. Most astonishing part is that rice is available in all private shops with FCI seal and stamps in the gunny bags. In contrast, the same is not found in authorized fair price shops. Why  is this happening?”

KCR has served one month ultimatum to the Deputy Commissioner and DF&CSO of Kurung Kumey to immediately restore the supply of PDS items in the district.

It further demanded that the monthly allocated ration for 21st Koloriang (ST) assembly constituency should be stocked at FCI general depot at Koloriang from where the items will be distributed to all fair price shops. It also demanded routine checking of all the fair price shops to minimize malpractices and seizure of FCI rice that are being sold in black market.

 

 

The plight of Govt. Middle School Patila

ITANAGAR, Oct 21: A team of All Papum Pare District Students Union (APPDSU) today visited Govt. Middle School Patila at Hollongi to take stock of the plight of the students.

The team interacted with the headmaster in-charge of the school and School Management Committee (SMC) to know the various problems faced by the students after some parts of the school building were burnt down in a fire incident on January 9 this year, according to an APPDSU release.

During the course of interaction, it was informed that the matter of the fire incident was reported to the authorities concerned immediately after the incident occurred by the headmaster and the SMC. But, no action has been taken by the authority so far.

They further informed that the local MLA, the DDSE and the EAC Balijan had also visited the school soon after the incident. The local MLA had announced Rs.10 lakh for immediate construction of the school building; but the fund has never been released, the release said.

APPDSU also claims to have found the school running in a very shoddy condition.

“There is no desk, benches and the students are facing shortage of classroom and textbook,” the APPDSU release said. It condemned the DDSE and authority concerned for not taking any initiative to solve the problems for smooth functioning of the school.

While criticizing the authority for failing to find the cause of fire incident, the students’ union demanded an enquiry into the incident at the earliest.

It also urged the local MLA to immediately release the fund for construction of the school building and the DDSE to provide adequate teaching materials for the school.

 

 

Orientation Prog for Economics teachers

ITANAGAR, Oct 21: The first phase of the orientation programme for teachers teaching Economics at higher secondary level was conducted in the conference hall of the State Council of Educational Research and Training (SCERT), at Gohpur Tinali here today.

The programme is being conducted in view of the poor result of students in Economics in the last CBSE Board Examination-2013, according to a release.

The participants during the programme, deliberated on various issues related to the low achievement of students in the subject and addressed the answering technique particularly of the low achievers to be adopted during the forthcoming CBSE examination.

The participants are also sensitized with the easily doable part of the content areas of Class-XII Economics through content analysis of the text books and the questions.

The methodology such as, lecture cum discussion, group work and presentation are used to make the orientation programme participatory and experiential.

A few enrichment materials in Economics, especially on easily doable parts of the content areas of Class-XII Economics are shared among the participants for their use in the classroom.

The programme is being co-ordinated by the subject specialist GC Baral under the guidance of Gania Leij, Principal and PK Chakravorty, Vice Principal of SCERT, Itanagar.

The programme is being conducted in four phases from October 21 to cover all the Economics teachers of the state.

The second, third and fourth phases of the orientation programme will be conducted on October 23, 25 and November 1 respectively.

Economics as a subject at present has been preferred by many students at the Hr. Sec. Stage because of its importance in our day to day life and its need for a better career option in the current global situation. But due to the abstract and analytical nature of the subject in Class-XII particularly, it is observed that many students find it difficult to secure the minimum passing percentage of marks in the examinations, the release observed.

 

 

BJP team on tour of Anjaw

ITANAGAR, Oct 21: A State BJP team headed by its president Tai Tagak is currently on a week-long tour to Anjaw and Lohit districts to generate awareness among the youth force on the immense contributions made by the martyrs of Sino-India War in 1962 towards safeguarding the motherland. In this connection, the State BJP president launched the 'Shraddhanjali Abhiyaan' at Hayuliang on October 19.

Addressing a 'Mass Shraddhanjali Sabha' at Hayuliang market the same day amid a strong gathering of about one thousand people mostly  youth and women folks, Tagak called upon people of Anjaw district to rise above party affiliations and work for the protection of the motherland.

With Anjaw being the 'Deva Bhoomi' and Dong where the Sun rises first in the country, he exhorted the young generation to come forward towards safeguarding these sites. Therefore, the whole nation is looking forward to Anjaw to protect the motherland, he added.

While urging the youth to become an agent of 'change', the State BJP president advised them to come up with constructive activities in order to extend their service towards motherland for putting it towards the path of progress.

He opined that the youth should not be allowed to be a part of 'vote bank politics' as they are the custodian of the country tomorrow.

The State BJP team, comprising of national council member Wangman Lowangcha, State vice president Sotai Kri, general secretary Dominic Tadar and Anjaw DBJP president Bamin Kri among others, is visiting Hawai, Dong, Kibithu and last border village, Kaho.

The team would attend a 'Mass Shraddhanjali Sabha' at Wallong War Memorial on October 22 and proceed to Chaglagam the following day.  

It requires here a mention that the Indo-China War started at Tawang on October 20 and at Wallong on Oct 22. Meanwhile, the farmers of Hayuliang gave away farming tools (iron materials) to the State BJP president for the construction of Statue of Unity, said to be the tallest statue in the world measuring 182 Km and to be completed within four years, as a mark of tribute to country's first Home Minister and Deputy Prime Minister, Sardar Vallabh Vhai Patel. A 'dream' project of BJP's Prime Ministerial candidate, Narendra Modi, the statue in Ahmedabad that symbolizes unity and integrity will also give loud and clear message on nationalism.  

 

 

Chief Secretary inaugurates High Achievers camp in VKV - Itanagar

ITANAGAR, Oct 21: Chief Secretary Dr. HK Paliwal inaugurated the Prachodaya , the high achievers camp for the students of VKVs in Arunachal Pradesh at VKV, Itanagar.

Speaking on the occasion, the Chief Secretary advised the students to lead a focused life which would help them achieve success in life. He further advised the students to develop the spirit of competitiveness which can spur individual to achieve the desired goal.

He also stressed on students’ character building and developing the sense of patriotism amongst children.

Dr .TP Sasikumar, former Deputy Director, DG Security, Cabinet Secretariat, Government of India is the main resource  person for the Shibir (Camp).

Prachodaya Shibhir is one of the popular programmes conducted for the benefit of students in Vivekananda Kendra Vidyalayas in Arunachal Pradesh. The necessary inputs with the help eminent personalities drawn from different parts of the country are given to meet challenges and sharpen their intellectual abilities.

The participants are from the different VKVs of the state studying in Class IX.

APSCW, AESDSU condemn rape of minor girl

ITANAGAR, Oct 21: Arunchal Pradesh State Commission for Women (APSCW) has strongly condemned the alleged rape of a 10-year-old girl at Ruksin on October 18.

While expressing deep sadness and anguish over repeated occurrence of such incidents in the state, APSCW Chairperson Gumri Ringu has sought status report of the incident from the East Siang Superintendent of Police.

Further, the APSCW condemned the death of a 13-year-old girl under mysterious circumstances in Dari Village, under Basar Circle.

Our Correspondent adds from Ruksin:  Meanwhile, All East Siang Students Union (AESDSU) has demanded the higher ups of education department for immediate termination of the accused teacher from service, who allegedly raped the 10-year-old girl at Ruksin on October 18.

The union submitted memoranda to the Director of School Education and East Siang Deputy Director of School Education demanding his immediate termination from service.

“Since the accused teacher has been arrested with rape charge and he is under judicial custody, he should immediately be suspended from the service”, the union said in a press communique.

The Legong Banggo Students’ Union also backed the move of AESDSU.

 

 

Remembering a dear friend of Arunachali children

Ramakrishnan here.. That soft and almost inaudible voice would no more be heard at the other end of the telephone.  For anyone ringing the first time, it gave an impression of a quiet, timid, person at the receiving end. But within a few minutes, he would find himself impressed by the earnest and confident tone of the speaker. And if one took the trouble to go over to meet the speaker at his office and in the later years, at his residence, one was simply charmed and carried away by the affection, humility and sincerity of his distinguished host. That was K. Ramakrishnan, founder editor of the Children’s World and the Junior Chandamama, and the spirit which guided the production of hundreds of children’s books in the early decades of Independent India. And above all, a mentor and guide to several outstanding authors and illustrators of children’s books, who started their career writing for the Children’s Book Trust, New Delhi. And he ended his life-innings as the Chief Editor of ‘The Children’s Choice’ at the age of 89!

Yes, an outstanding editor and a fine human being, but why should we in Arunachal feel so touched?

Precisely because he carried an Arunachal connection. And he carried it with great affection and enthusiasm for 3 decades, till his last days. “I am waiting for the press clips of the literacy Week celebrations in Lohit”, were his last words to his Arunachal friends. A true friend of Arunachali children and an enthusiastic ‘promoter’ for Lohit Youth Libraries, he earnestly did his best to promote good reading habits among our youth.  This is how it started, as Ramakrishnan ji told us later:

Around 1979-80, the then Lt. Governor of Arunachal, late RN Haldipur, a scholar statesman, grew concerned about the need to provide child-friendly books to the schools scattered across the UT. And he requested the Children’s Book Trust to supply a set of their books and an annual subscription of the Children’s World magazine to all the schools in the region. As editor, Ramakrishnanji took up this challenge in right earnest. “Even though we had been sending the books and magazines meticulously to the addresses provided to us, it was saddening to see several packets coming back with the post-mark, “Address not known/ Incorrect/ undelivered”, Ramakrishnan ji used to rue. It was his habit to always check with a visitor/caller, whether the magazines had been reaching regularly to all the addresses enrolled by them. He even arranged to mail copies personally, when he felt a subscriber was having problem receiving copies. When I rang up last week the Executive Editor of the Children’s Choice to check our ailing patron’s health condition, he told me that the Sri Ramakrishnanji himself used to send the copies for the Lohit Libraries!

It was in 19882 that I first met Ramakrishnanji for ordering CBT books on a regular basis for the VKVs’ nascent school libraries. He gladly assured us all support and introduced me to another nascent organization, ‘the Association of Writers & Illustrators for Children’ (AWIC), which today has earned a permanent place in the heart of book-lovers in Arunachal for their contribution to the Lohit Youth Library Movement.  He also urged us to get Arunachali students participate annually in the Shanker’s International Children’s Painting & creative Writing Contest, which then drew entries from all over the world. His advice proved fruitful, when in a few years, a class VI girl Jayanti Pertin from Tafrogam, (now a senior Govt. officer in the state) won a prize for her story in the contest, much to our delight!  He himself set a high example in writing, with his book ‘Introducing India – A glimpse of the past & present’ (Publications Divn, GOI) being released by Prime Minister Indira Gandhi at London in 1982.

Our warm acquaintance with Ramakrishnanji developed into a strong bond of patron-ship in the 3 decades that followed. Moving on retirement from Delhi to Chennai around 2002, he began his next phase of life with the Chandamama group and its idealist pioneer Viswanatha Reddy. This partnership saw the magazine, esp, the English one, diversifying and emerging as a powerful force once again, providing excellent reading for adolescent Indians. The duo added yet another feather to their cap: ‘Junior Chandamama’, a new magazine for primary school students, filling a vacuum in English periodicals for that age. Within a year of launching, it became a hit, with its colourful layouts, joyful contents and easy-to-read print. For the next one decade, it was also the lowest priced magazine of its type. It was a great loss for all readers and parents all over India when Jr. Chandamama ceased publication from March this year. That the magazine had numerous subscribers for many years even in remote places in Arunachal, was due to the keen concern Ramakrishnanji had for its Arunachali readers. The National Book Week Celebrations in Lohit & Dibang Valley also had his generous support, till in May 2009, he decided to settle down in his ancestral home in Kozhikode, having completed the legendary ‘sight of 1000 full moons’ (84 years).    

If anyone felt that Ramakrishnanji would now live a silent, sedentary life, he was mistaken. As Anandavalli, his wife, once told me, partly desperate and partly mystified, “When it comes to children’s books and his old associates, he never feels tired or exhausted. I wonder what makes him pour over articles, attending calls or writing letters, hours together…!” The meticulous letters neatly handwritten by him till his last days are a model for all of us, both visually and literally.  In the midst of all, he also attended public functions, and addressed students and children, sharing his vast editorial skills. But it was the Lohit Youth Library Movement that was the most fortunate to benefit from his ‘settling down’: He vigorously encouraged his friends to go to Lohit (which he regretted he could not!) contributing their ‘time, ticket and energies’ to the nascent Reading campaign of the youth libraries! Prompt came the responses from his ardent admirers, Nabanita & Bappu Deshmukhs of Pondicherry, and Vaijayanti Tonpe, former editor of the Children’s World, who have now become life-long friends of  Arunachal !

Where did ‘Ramakrishnettan’ draw his tireless inspiration and strength for such active journalistic pursuits? It surely came from his illustrious grandfather, ‘Swadeshabhimani’ Ramakrishna Pillai, a path-breaking revolutionary journalist and prolific author of Kerala in the early 20th century, who boldly challenged the autocratic rule of the Travancore Dewan in 19th century, and demanded democratic reforms far ahead of his times. Swadeshabhimani’s life- struggle has been brought alive vividly by his wife B. Janakiamma in “Vyazha vatta smaranakal” (Memories of 12 years), an everlasting master-piece in Malayalam.

Ramakrishnanji’s love for Arunachal youth did not go unreciprocated from the state. For, as the news of his passing away on Oct 17 was posted on Facebook, numerous messages of tributes came from all over the state. A befitting tribute from so many, who had grown up reading his books and articles.  

Our Salutations, Ramakrishnanji! We shall continue to do our bit for promoting the joy of reading among children, as you had done all your life! (From S. Mundayoor)

Repair bridge at the earliest

Dear Editor,

Through the column of your esteemed daily, I want to draw the attention of authority concerned towards Damage Bridge in between Itanagar to Jollang Village.

The bridge was damaged two months ago due to the heavy rainfall .The supporting wall of the bridge got detached from bridge during the heavy rainfall and is sinking on the other side and there is no support to the bridge now so that it can take heavy loads .For the past two months the bridge has sustained to the weight of more than 200 vehicles plying over it every day. Now the condition of the bridge is deteriorating due to the regular plying of heavy vehicles like trucks and buses. The bridge can collapse anytime and can lead to serious accident. As a responsible citizen of my village, I would like to request the Jollang Panchayat leaders and Jollang Youth Association to take the matter forward to the concern department and for time being to stop the plying of heavy vehicles till the bridge is reconstructed. I hope the authority concerned will take immediate steps in the matter and prevent any disaster accident.

Victimized for the upholding genuine case

Dear Editor,

With a very heavy heart and much regret, I would like to take some of the valuable time of the esteemed reader of this newspaper so that I could share about the injustice done to me by an interviewer in the recently held interview of Assistant Professor by Arunachal Pradesh Public Service Commission (APPSC).

It is to be recalled that during mid 2005 one Prof. H.N. Sarma, HOD Zoology, Rajiv Gandhi University started having problem with me because of my complaint against him to the Vice Chancellor and the Registrar, RGU for an act of commission whereby he with an ulterior motive delayed sending my PhD synopsis for more than 4 months as HoD, Zoology to the Research Board, chaired by Vice Chancellor. This was supposedly done to give an undue advantage to his PhD scholar over me. I survived everything banefully thrown upon me as the majority of the faculty knew his malafide intention towards me and hence, supported me. His penultimate vindictiveness was deliberately screening me out of the Assistant Professor interview for Zoology, RGU during May, 2012 in the capacity of Dean, Faculty of Life Sciences.

In the recently held interview of Assistant Professor by APPSC, it was unlucky for me again that Prof. H.N. Sarma was invited by the Commission as the lone subject expert for the selection board. Without making a case of self-proclaimed rightful candidate and to present my case objectively and dispassionately, my interview went good as two out of three board members including the chairperson praised me. However, during the interview I was deliberately made a soft target by Prof. H.N. Sarma for not doing PhD course work. He himself knows the very fact in detail that PhD course work is inapplicable in my case as he was Dean, Faculty of Life Sciences then in the year, 2009-2010. Even if he expresses or is ignorant of the guidelines for the course work for PhD, it is a no fault of me. Rather it speaks poorly of the person at the helm of the affairs.

On that fateful day, after my interview was over in the commission office, the smoothly running interview process of Zoology abruptly halted for nearly 10 minutes and in between the commission officials dealing with the screening/verification of candidates documents were summoned before the board. Subsequently, I was summoned by the screening/verification officials in their office. They told me that there is some problem with my PhD certificate and my documents was taken to the Board room by the officials. After nearly 30 minutes, the same officials again summoned me and directed me to produce my PhD course work certificate. I was again compelled to clarify before them that during our time i.e. before August, 2010 there were no course work for PhD and thus qualified to appear for the interview as per UGC (Minimum Standards and Procedure for Award of PhD Degree) Regulation, 2009. In spite of agreeing with my clarification as they told me that they too had gone through the guidelines for PhD course work and found my case ok. It seems, they could not prevail upon the interview board. They even told me that one of the board members is raising the issue. Now, my question is: in what case is re-verification of the documents of the candidate done even after the interview process is over and when the verification is already been done before the interview board? From the above facts, it clearly reveals that the entire drama of Prof. H.N. Sarma was to portray me not only as unqualified/fit to be selected but rather making me ineligible for the very process of interview before the other two board members.

Hence, after leaving the commission office I presumed that even after my stated good performance, I may not be selected as the marks awarded by two interviewers would not be able to keep me in the race in the face of veto by Prof. H.N. Sarma. As expected, I was not even listed among the candidates suitable for teaching. Whereas, in the interview, among the 13 candidates, I was the lone candidate with PhD. degree and quite numbers of International and National publications, teaching experiences in PG level and many presentation and participation in regional, national and international seminars and workshops. I may have lost the lifelong opportunity to take up the job of my interest and aptitude. But the moot point is that I have been again victimized for the upholding of my genuine case 8 years back during my university days. If such attitude of vindictiveness and reprisal is donned by those at the higher echelons of education, the aspirations of talented and innocent candidates will have a premature death. Therefore, under such extremely distasteful circumstances, I have been compelled to bring at the forefront such dirty and ugly processes and I urge every likeminded individuals as well as society at large to support me for this just cause.

Why so delay?

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of the Police Head Quarter Itanagar towards delay in declaration of written test examination result for the post of Lady Constable. The written exam of SI and constable were conducted on same days and question patterns were also same OMR formats. The results of SI have been declared on 24th Sept’ 2013. But constable result has not been declared yet. We are surprised and wondering why it is taking so long process to declare result of Lady Constable?  I, being one of the candidates, request the concern authorities to declare the result as soon as possible to avoid any misunderstanding.

Arunachal is changing

Dear Editor,

Through your esteemed column could like to share my feeling regarding prevailing situation in our state. My dear Arunachal Pradesh, it saddens me to see you unhappy. To hear you cry every day over your children's failure to understand your plans for them. Forgive them, for they are misled and are soon to realize their mistakes. After all we are all your very own children and bound to err. For all these years you have waited, patiently, hoping that someday we are all going to repay you for the space you so unhesitantly gave us in your life and bring a smile to your face. But you had to learn the hard way that your children are not as grateful as you are, to return the favor anywhere in the future but forgive them because they are only your children after all. I know it hurts you and we all know it hurts you but what to do? These are not the days you knew of. We are changing and so should you.

We are living within corruption and so should you. But then should you? Dear, I know your patience transcends all human greatness and you will surely endure this alluring deal. But in all these unhappiness and confusion I hope you do not fail to see the revolution and fire burning inside us. You may fail to see that our hearts still beat with the rhythm of patriotism and love. Patriotism for you and a love for your history. We are only waiting, eager, full of energy for that perfect moment and that perfect opportunity to make our mark felt deeply. We take pride in you and all your legacies that you have entrusted us with. We are determined and headstrong enough not to stop at anything. People may differ from what we believe and sometimes even our very own learned elders tell us it's over and how they despise you for your failure. They share no tales of yours with us and deny us any hopes for your future and it hurts.

Yes it hurts me deep and so I differ. I differ to believe, I differ to stay strong, I differ to bring the change rather than waiting for it. I differ to believe in your beauty. I differ to believe in your potential, your expanse. I differ to bring back your old glory, your beauty, your happiness, your children to pride on your name, to make them smile when they hear the name of the Land of the rising sun, of the land of the dawn lit mountains. So stop shedding tears and rejoice these hard days because these are merely fuels for the future, the future you so wishfully hoped for, the future we all hope for but rare to pursue. We have seen enough and we have borne enough. Now we will fight for the future where you are not caged within the fists of certain individuals but one where you live in the heart of every individual. And rejoice these moments because I am not alone. There are thousands more of us, waiting for a chance. There's a whole army and they are only sleeping for the moment, saving their energy for the right time.

A good initiative

In a first of its kind, ten regional parties of North East India on 20 October formed the North East Regional Political Front (NERPF) at Guwahati. The North East Regional Political Front aims to work towards safeguarding political, economic, social and ethnic identity of the people of the North East region.

Neiphiu Rio, the Nagaland chief minister will be convenor of NERPF and Prafulla Kumar Mahanta, Asom Gana Parishad President its chief advisor.  While announcing the formation of the North East Regional Political Front (NERPF) Neiphiu Rio told that NERPF is a political party and it is a federation of the regional parties. He also told that NERPF will contest in 2014 General Elections. Besides NPF and AGP, the other members of NERPF are Hills State Democratic Party, Meghalaya United Democratic Party, Manipur Peoples Party, Manipur State Congress Party, Manipur Democratic People’s Front, Indigenous Peoples Front of Tripura, Peoples Party of Arunachal (PPA) and Mizo National Front. If this initiative works out, it will surely benefit entire NE region. For long because of absence of united voice, NE region has been neglected by successive Delhi government. Now the onus lies on all political parties under NERPF to ensure that they present true voice of NE at Delhi.
